The rear portion with terminal is Bakelite. This is used. Nothing looks broken. I don't know what this is for, maybe an antique car, truck, stationary engine, motorcycle, or airplane.

There positions are off-magneto-battery-both, and the switch moves easily between these. I moved the switch through its positions and checked terminals for continuity, but it looks like contact is not always made connections inside need to be if you want this work properly.
